CHAPTER ONE

1.1     INTRODUCTION

In any fast growing organization, the changes in structures of social, political, economic, informational, cultural and educational respectively is   due to the complete awareness of what relevant activities it partaking and suppose to partakes for the overall well-being of such structures of an organization.

Also, to be involve in what is happening which involves much competition and rivalry in the society, demands people to know what an organization is doing and to achieve that, is through public relations and publicity.

Real communication with all interested parties is essential if the business organization is to live securely and go a progressive and operating a successfully min a changing and inquiringly demanding world. It’s the public relations that provides all the specialized techniques, tools training and know how required for such communication in an effective manner.

Public relations and publicity involves advertising and or marketing activities of an organization like libraries, banks, television and radio organizations etc. to explaining to the public their lying or available services to be able to evaluate and patronize themselves and to have basic and sound information’s to work of competitions, or to help them in decision makings, policy formulations and implementation of actions for the betterment of the public.

Public relations and publicity is a very vital as modern social science has founds that, the adjustment of individuals, groups, and institutions to life is necessary for the well-being of all. it becomes expedients to see public relations and publicity as indispensable tools to be used in achieving the organization’s stated objectives to the good will of the public band clients.

This work is an attempt to bring out ways that will enhance effective library services in academic libraries.it is important to note that most of the potential client’s users of academic libraries in Nigeria or even in the third world countries are students.

The academic libraries in Nigeria should be made in such away that it will be a center for the preservation and transmission of the cultural heritage of the society in which such libraries exist to serve for any institution or organization to succeed, it must be able to sale its services to its customers; one way of achieving this is by maintaining good public relations with its users. For the academic libraries also to render effective services to its patrons, it must maintain good public relation with the clients at all times especially in the provision of information needs to them.

Academic libraries throughout the world are associated with great minds through the medium of books, people who have learn to use the library intelligent has acquired and made great strides towards their adjustment in life. Libraries in Nigeria should therefore try to make their services available to the public in order to infuse in them the desire for the search of knowledge so as to acquire greater skills in their lives.

1.2     HISTORICAL BACKGROUND OF ISA KAITA LIBRARY

The origin of libraries and library services in polytechnic can be traced to various dates as reflected in the origins, of the former three institutions that emerged to make up the Kaduna polytechnic while the library collection of the main library which was formally college of science and technology was built out of the Kaduna technical college in 1758.

The other unit, college of administrative and business studies (CABS) formally staff Development center and college of environmental studies (CES) for many (survey unit) had their libraries established independently much.

The fourth library had to be established at By-pass campus to serve the department of special needs and rehabilitation education that was set up as CST to cater for the department of education (Technical).

For effective control and uniformity in operating the administration of the library system was seen centralized in 1986. The Isa Kaita library services as the main library for the other units. All resources are dispatched from the Isa Kaita library at college of science and technology (CST) to other unit of libraries in Kaduna polytechnic.

The aim of the library is to produces the needed materials to support research carried out by the student and staff and others from outside. The fourth libraries stock well over 100,000 volumes of books with the bulk of collection at the Isa Kaita library. The library subscribes to over 100 journals are distributed to the four.

1.3     STATEMENT OF THE STUDY

Public relation services is a very strong aspect that helps in promoting good library services it is generally acknowledged that “the way you dress determine the way  you shall be address” this means that plays an. indispensable role in marketing and selling of library services. But however, in many libraries today especially the academic libraries, public relation is faced with series of problems which in turn lead to poor information service delivery, some of the problem include:-

Lack of qualified and experience public relation officers, aggressiveness on the part of both the users and staffs, poor policy for public relation programs, poor communication and interaction skills on the part of the users and among others. In view of this, the researcher intends looking closely an comparative study of public relations and publicity in academic libraries with special reference to Isa Kaita library.

1.4     RESEARCH QUESTIONS

1. What are the factors responsible for lack of qualified and experienced Public Relation Officers in Isah Kaita Library?

2. what are the reasons for act of aggressiveness on the part of users and staff of Isah Kaita Library?

3. What are the problems lack of policy on public relations programmes?

4. What are the problems of poor public relations and publicity in Isah Kaita Library?

1.5     OBJECTIVES OF THE STUDY

The following are the objectives of the study:-

1. To know the factors responsible for lack of qualified public relation methods used in an experienced public relation officers.

2. To determine the act of aggressiveness on the part of the users and staff.

3. To identify the existence of the poor policy of public relations on Public Relation Programmes.

4. To identify the problems of poor public relation and publicity.

1.6     SIGNIFICANT OF THE STUDY

This study is important because it will be of benefit to libraries in the sense that it will identify libraries weaknesses and recommended measures, to be taken.

The users themselves will benefit from the study because it will makes users to be aware of unknown services rendered in the libraries.

Also it is of great benefit to students of library and information services because it add to literature used in assignment, improve knowledge for examination purposes etc. in addition other researchers can also benefit because they may want to do a research on something like this. Hopely, the report of the study can be on addition to existing body of knowledge in the area of public relation and publicity in libraries.

1.7     SCOPE AND DELIMITATION OF THE STUDY

This study is a study on Isa Kaita library, Kaduna polytechnic, while the limitations are financial constraints, and information materials.

1.8     OPERATIONAL DEFINATION OF SOME TERMS

Public relation:- is concern with communicating policy and actions of an organization to special group or public at large.

Publicity:- this is defines as a public awareness resulting from the spreading of information in various communication media.

Academic libraries:- an academic library can be defined as any library attached to a post secondary institutions such as university, polytechnic, and college of education.
