1.0 BACKGROUND OF THE STUDY
INTRODUCTION
The concept of local government is not a new one, as there are many powerful and compelling reasons for maintaining significal contribution to socio-economic development especially in the developing countries like Nigeria, has been stressed by many student of development.
Furthermore, they observe that the central government have created local government and entrusted this third tier of government with the responsibility promoting socio-economic development because it serves as a link for participating democracy of the populace at the grass roots.
The general Harriet of infrastructural facilities in the lascivious local communities can be better addressed by the local government because it is closer to the people than the state or federal government.
1.2 STATEMENT OF THE PROBLEM
The problem facing Ilorin south local government in the socio-economic development is food, security and marketing problem.
Raphael Babatunde and Eniola oyetayo, department of agriculture economics and social sciences (1997/98) university of hohenhiem, as a case study this is against the background of persistent food crisis being experienced for sometimes now in the country, primary data were collected during the 1997 /1998 farming season from two hundred food marketers consisting of eighty wholesales and one hundred and twenty retailer spread across six local government areas of the state.
Secondary data were collected from central bank of Nigeria, statistical bulletins and annual exports, the data collected were analyzed using descriptive and essential statistical marketing margin, distribution of total market indicate that the average farm gate price of maize was N755 per 50KG bag of maize. The average net marketing margin was 158.21bag.
The average marketing efficiently was 143.5%, in the study area the distribution of total marketing shows that the wholesalers share was 68.16 and the retailer share was 31.84% when compared with the farmer return; the middlemen’s share of total marketing margin was higher. This is perceived as market exploitation because not much value is added to the food by the middleman to justify the very high margin collected. This “exploitation” directly or indirectly leads to loss of interest in farming and subsequent feed insecurity in the country.
1.3 PURPOSE AND OBJECTIVE OF THE STUDY
The main aim of the research work is to access the performance of local government in socio-economic and political development of Nigeria using ilorin-south local government as a case study.
Therefore, the objective of the study includes:
- To access the impact of various local government reform on the socio-economic development of the local government.
- To access the roles and function of Ilorin-south local government.
- To discuss the various problems facing the Ilorin-south local government.
- And lastly to proffer solution to the problems facing Ilorin-south local government.
1.4 SIGNIFICANCE OF THE STUDY
This study carried out an analysis of the various functions and roles performed by the local government using ilorin-south local government area of kwara state. As a case study, it tries to find out why the local government has consistently failed to realize her goal of improving the living standard of the rural people when it can effectively do so.
The finding shows that in spites of the law establishing the local government, the constitutional guarantee of its existence and the functions assigned to it: the local government has not provided effective tools for individuals and societal development, the reasons have been as a result of financial problem, administration, organization and management, this project recommends solution to these problems.
In view of the above, therefore this study is of significance in the following way it will contribute to the existing scholarly literature and provide additional knowledge on how to improve the performance of the local government official, to discover their problem and enable them improve on the performance standard.
1.5 RESEARCH HYPOTHESIS OF THE STUDY
In the course of carrying out this study, both primary and secondary sources were used. The primary sources of research such as getting information personally through interview observation discussion with most of the people in the local government area. While secondary source of information were obtained from publication like journals magazines, reports and so on.
1.6 THE SCOPE AND LIMITATION OF THE STUDY
The scope of this study is to examine the role of the local government in socio-economic development of the nation. The study is limited to ilorin-south local government. The reason for this due fact is that the nation is made up of local government which falls within the target areas. The research is tends to investigation; the research also is limited by coverage because of time and financial constraints.
1.7 ORGANISATION OF THE STUDY
This project is arranged in five chapters. Chapter one contain the purpose and objective of the study, statement of the problem of ilorin south local government and also the scope and limitation of the study, chapter two contains background of the study and literature review, theoretical framework and current trend in thinking respectively, while chapter three provides the historical background of ilorin-south local government including the need for collecting revenue in local government.
The fourth chapter presents the analysis of the data i.e. analysis, socio-economic development in Ilorin-south local government and testing of the hypothesis, the last chapter gives summary, conclusion, recommendations and bibliography.
