This study “Cooperative as a Platform for Grass-root Development” is a research which is set to assess the extent to which cooperative society responsibility to the immediate community in which they are located and the economic as a whole. And also how cooperative have contributed positively towards impacting their members life through helping them alleviate their standard of living.
Cooperative Society have since inception been a useful too towards development from the grass-root and this have been shown clearly through the life’s of those that associate with it and do business with the society.
Before the advent of cooperative, there have been divers ways with whom people do their businesses and live their ways of live, those ways have always been taking a very high risk which is either a 50% : 50% success or failure rate but with the coming of cooperative society one can embark on business with their minds at rest. As long as one is a member of the right cooperative society who will be like an intermediary between the business owner and the end user of the product. Cooperative has been of great advantage to her members and the community at large.

Background of Study
A case study of Kaduna South Local Government, multipurpose cooperative society, society is formed at the name implies undertake all branches of cooperative venture ranging from providing loan and saving scheme to its members, marketing of agricultural produces, buying and selling consumer goods and services to member’s participation in the socio-economic income level, habits production capacity, consumption capacity and housing condition will be on increment and improvement in the living condition standard of living, it services at cooperative are members adequately by the members.
Statement of the Problem
Apparently, the role of cooperative embraces grass-root development thus uplifting the living standard of the masses that way, cooperative is expected to providing farm inputs, credit facilities, education etc. unfortunately, cooperative societies in Kaduna South Local Government Area have not been able to make much impact on the living condition of the people as a result of their inability to perform its stated goals and principles adequately, why?
Lack of contact of communication permits them from those views. Poor people are rarely met, when they do speak they are often cautions and differential and what they say is often either not listened to or bruised aside.
Insufficient techniques view of the poor are distorted in many ways.

Significance of the Study
The need for cooperative societies to perform that the role in raising and uplifting the living standard of members has been appropriated in this state of the art.
Therefore, the study is important because it will help management committee to be aware of their societies, thus facing the way for improvement on both the society and its member.
Another importance of the study is that it identifies possible solution to the problems affecting the management.
This will help the management committee or executive of the representative societies to apply the right solution to the problem.
Scope of the Study
The research/study will focus on the role of the cooperative societies in improving the living standard of the grass-root dwellers with particular reference to Kaduna South Local Government Area.
Definitions of Terms
The technical terms used for the purpose of this study which may be unfamiliar to some people are thus defined as follows:
Grass-root populace : this refers to ordinary people in the society or in an organization, rather than the leaders or people who make decisions. In other words, they are village and rural people and most of them are less privileged and needy. This is an indication that they lack basic fundamentals of life such as electricity, pipe borne water, good roads, hospitals, schools and this set of people are associated with poverty, hunger, diseases and starvation.
Role: this is the part of function that cooperative societies play in trying to improve the standard of living of the peasant farmers.
Peasant: this refers to a small land owners, or farm labourer usually and uneducated person of low status.
Member: this is a person who is duly registered in a cooperative society in accordance with bye-law and regulations.
Development: this is defined by the united nationsas the process which government authorities employ to improve the economic, social and cultural conditions of the communities to integrate this communities in the life of the nation so as to enable them contribute fully to the national progress.
Grass-root development: this is none profit oriented enterprise whose owners are also the customers and beneficiaries of the facilities, goods and services provided. It is voluntary membership and democratic government, equity and Justice. And the members have common needs they come together to afford themselves mutual and (self-help) and of course it is not profit oriented.
However, they also make gain from the goods and services they rendered to the members (customers) through it is not for profit, it is for safety margin.
Literature Review
This chapter is ahead towards the review if the existing writing in relation to the topic selected or choosen in this chapter the researcher will discuss the meaning of cooperatives and of course the grass-root development since the topic is concern about grass-root people, it will also look into the problems of grass-root development.
It will also examine the problems of cooperative societies in Nigeria, finally it will examine extensively the role of cooperative in grass-root development.

1.0 Introduction
According to (ICA 1995) defined cooperative as an association of persons who voluntarily joined together to achieve their common aim through the formation of a democratically controlled organization, making equitable contribution on capital required and accepting a fair share of the risk and benefit of the undertaking in which members actively participated.
The development of cooperative in Nigeria can be traced to the agricultural sector in the western region of Nigeria where cocoa farmers realizing the importance and the success of the cocoa industry first as foreign exchange earners and secondly as a means of substance of their needs organized themselves into groups of purpose.
However, their effort attracted the department of agriculture and this led to the sending of Strickland to India by the Colonial Government in Nigeria to study cooperative. Strickland came back and submitted his report in 1934 recommending the introduction of cooperatives in the country. This gave rise to the establishment of the cooperative societies in Nigeria and the enactment of the first cooperative societies ordinance in 1936 with Major F.G Haige as the first Chief Registrar. This spread to the nations/regions and has presently been adopted and entrenched in the states. And government has continued to encourage and support cooperative movement.
During the same colonial period, it was believed that cooperative was the best platform for grass-root development. Cooperative administration and field work in Nigeria, it was taken to be the only alternative to meet people’s need and suffering and also ensure development in all areas.
Today, the role of cooperative societies in socio-economic development of the grass-root as well as nation building cannot be over emphasized. Thus, it helps to inculcate the spirit of self-help and mutual trust in the communities hence it promotes the spirit of communal life.
Apparently, cooperative societies have appeared to be the remedy for grass-root socio-economic problems. The outcome of it’s is the rapid transformation of dull social and economic environment to a vibrant economy.
