ABSTRACT

The role of rural development programme is a vital issue especially in developing nation like Nigeria (Idah Local Government of Kogi state). This project comprises of five chapter, chapter one countered on the general introduction, chapter two of the study takes a review of relevant literature to the topic, chapter three and four respectively centered on the methodology and data analysis and chapter five centered on the summary, conclusion and recommendations respectively.

INTRODUCTION

1.1 Background to the Study

Rural development in recent years has attracted a great attention from different categories of persons including academics, governments, non-governmental bodies and supranational organization.

Consequently, a number of conscious policies and programmes have been involve over the years to bridge the gap between rural communities and their urban counterparts in order to avert the dysfunctional efforts and address imbalance.

Experience in Nigeria have shown persistence in the provision of infrastructural facilities, qualitative education, industries and responsible bureaucracy while the development projects are concentrated in the urban centres, they are conspicuously absent or scanty in rural areas.

The enormous implication of this grave neglect is the rural urban migration of able-bodies young men and women in search of urban comfort and opportunity with its attendant intolerable pressure on the existing facilities in urban centers.

Today, most governments of the developing countries of the world which Nigeria happened to be one, are constrained to overstretch their station resources in contending with urban crimes, unemployment, food shortage, slums and traffic congestions and lot more.

Past leaders had haphazardly conceived and implemented services or programme through conflicting bureaucratic arrangement and faulty coordinate strategies that could hardly stand the test of rationality and consistency.

The focus of this section is to lay the foundation for the understanding of the direction of development programmes in Nigeria in general and rural development in particular. There have been massive allocation and re-allocation of infrastructural facilities to the urban centers, which eventually became the administrative nerve center.

All these have blended the rural area to a state of poverty, unemployment ignorance and low life expectancy.

Today, most rural projects are usually flitted to political leaders.  Finally, with the introduction of rural development in Idah local government area of Kogi state of Nigeria, there is hope for a bottom-up-development approach.

Rural Development as a concept is defined by the Word Bank (1975) as the strategies designed to improve the economic and social condition of a specific group of people in the rural poor. It involves extending benefits of development to the poorest among those who seek a livelihood in rural area.

In the same vain, the overseas development institutes defined rural development as the improvement of living condition in rural areas through the increased productivity of the agricultural and related enterprises and the equitable and the fair distribution of the wealth so created.

Broadly conceived, therefore, rural development is a set of policies or goals with the aim of promoting he well-being of the rural majority. It aimed at making the ruralites to feel the impact of development.

The well-being of the community and rural area does not depend on one element such as better health or improved sources of drinking water alone, but rather, on many related elements such as increased income, better housing, educational facilities, etc.

Thus, concentrating on only one or two of these elements may not lead to rural development, that is while rural development has been viewed as a multi-dimensional process.

Rural Development therefore, has to do with the integration of communities into the life of the nation and involves the creation of enabling environment where the community members could contribute fully to national progress.

Thus, for rural development to make meaningful contribution to better the living condition of the people, it must find effective way of stimulating, helping, teaching people to adopt their way of life to the changes they have come to accept and as changes take hold, to ensure that, the feeling or spirit of community is not destroyed.

1.2 Statement of the Problem                           

Rural Development is a pivot on which the rural communities depend, it is noted that rural development is very important as it is the only instrument through which the communities can achieve their objectives, but rural development growth can never be without effort and difficulties.

Therefore, this work is geared towards finding out the problems to be solved. This research work intends to examine such problems like diversity of needs or interests, political instability, lack of statistical data, lack of commitment on the part of the leaders and the led, inadequate finance, inadequate logistics and lack of personnel or good manpower.

It is therefore argued that, to ensure effective roles of rural development programmes in Kogi state or Nigeria as a whole, the necessary machines must be put in place to solve these problems and many others.

1.3 Objectives of the Study

The general aims and objective of this project work is that, at the end of this project, both government and individuals will design means on how to go about development activities in their respective areas.
