ABSTRACT

This study is undertaken as an assessment of Human Resource Planning and Development in Public Enterprises with particular reference to Kaduna Refining and Petrochemical Company (KRPC). Chapter one of this research work contains the Introduction of the study, the statement of Hypothesis, Significance of the Study, the scope, Limitations and historical background of (KRPC).

In chapter two, the researcher review some related literature written by various author on Human Resource planning and Development, Chapter three highlights the methods adopted in data collection, research population, sample size and sampling techniques and method of data analysis, chapter four contains presentation and analysis of data collection including the testing of hypothesis. Finally chapter five contains, summary of findings, conclusion and recommendations.

CHAPTER ONE

General Introduction

Background of the Study

If any organization must achieve its aims and objective within a stipulated period, there is need for human and their development respectively in order that they may meet the organization requirement in this contemporary word. Human resources planning determine the human resources by the organization to achieve its strategic goals.

As defined by Bulla and Scott (1994). It is the process for ensuring that the human resource requirement of an organization is identified and plans are made for satisfying those requirements. According to Quinn Mills (1983) indicates, human resource planning is “a decision making process that combines three important activities.

1. Identifying and acquiring the right number of people with the proper skill.

2. Motivating them to achieve performance.

3. Creating interactive link between business objective people, planning activities.

According to G.A. Cole in his management theory and practice (1990) Human resource planning HRP is “any systematic effort to influence the allocation of labour among possible uses and to promote the efficient of labour utilization.

Human resource development (HRP) is concerned with the provision of learning, development and training opportunities in order resource development is essentially a business-led approach to developing people within a strategic framework by Michael Armstrong (2006).

There is no doubt that if organizations do not make adequate plan and development for their workforce, all efforts to achieve organization objective will be prove abortive.

Often, organizations ignore human resource planning and development which often leads to over staffing and understaffing in the organization. The research work will counter these challenges in all organization, particularly in Kaduna Refinery.

1.2       Statement of the Problem

Many organizations have become object of extinction in this changing word, because the roles of human resource management have been down played, and the active work forces are not effectively managed. For any organization to effectively achieve its objective and goals, it must have authentic knowledge human resources that will lead to smooth running of the organization activities.

Adequate planning and developing of human resources yield to perfect performance. Human planning and development eradicate the problem of overstaffing of workforce in the Kaduna Refinery Petrochemical Company?

Human Resource Planning and development has been acknowledged the world over as necessary for enhancing productivity.

This buttresses the reason why more importance is attached to human resource planning and development in every organization.

However, experience have shown that employees and management of Kaduna Refinery and Petrochemical Company (KRPC) do not efficiently manage their human resource planning and development there by leading to low productivity in the organization

1.3       Objectives of the Study

The study has the following objectives:

1. To assess or evaluate the role of human resource planning and development in a public enterprises.

2. To know the importance of planning and development and how it can promote the morale of human resource.

3. To assess how Human Resource Planning and Development is manage in the organization for productivity purpose

1.4       Hypothesis of the Study

Hypothesis is a tentative statement that can be tested or verified.

Hypothesis will be formulated in Null or Alternative

Where Null hypothesis =H0

Alternative    hypothesis= H1

H0:       Human resource planning and development does not enhance productivity in an organization

H1:       Human resource planning and development enhances productivity in an organization.

1.5       Significance of the Study

The outcome of this research work is of importance to Kaduna Refinery Petrochemical Company (KRPC) and indenting industrialists because this research work would reveal the knowledge of how to allocate Human Resource Planning and development.

The research work would be great importance to Government on how manage workforce in their parastatals. Lastly, this research work as point of reference for further research.

This study also serves as an effective tool for future purpose and guide on related subject matter (Human resource planning and development in public enterprises) as it effects employees productivity in an organization.

1.6       Scope of the Study

The scope of this work is restricted to Kaduna Refinery Petrochemical Company (KRPC).

The study is aware of the fact that it is very difficult if not impossible to conduct a research work that covers the entire Kaduna Refinery and Petrochemical Company in assessing human resource planning and development like KRPC which has a large coverage and so, decide to limit the scope to the areas that concerns human resource planning and development as a tools to achieve higher efficiency and increase productivity. The study is restricted to the Human Resource Unit, and training and research unit of (KRPC).

1.7       Limitations of the Study

In the course of this study a number of difficulties were encountered? and these includes:

Non-accessibility to certain information regarded as “official secret” in the organization.

Time constraints due to strict attendance. The implicit of time between when the researcher is free and when the respondent is free to attend to researcher, most management staff were either too busy or not on seat to attend the researcher.

1.8       Historical Background of the Case Study

The Kaduna Refinery and Petrochemical Company (KRPC) Project was completed and the fuel plant was commissioned in 1980. However the lubes plant was commissioned in 1983 and petrochemical plant much later in 1988.

The initial operation and maintenance was carried out by Nigerian staff and expatriate personnel as technical back up. By 1985, Nigerian staff had virtually taken over all the maintenance and operations.

(KRPC) occupies an area of 2.89 square kilometers. The plot plan is designed with safety and ease of maintenance in mind. The (KRPC) is in the business of refining crude oil into high quality petroleum of petrochemical and packaging products to the satisfaction of her customers.

In 1988, it was decide that the two plants should merge into a signed subsidiary company of NNPC in view of their interdependence, common goal and proximity. The company thus formed is the Kaduna Refining and Petrochemical company Limited (KRPC).
