BACKGROUND OF THE STUDY

The concept of tourism could be understood to mean a temporary shout term movement of people to place outside where they normally reside, work and their activities during their study at such destination.

Also tourism is the sum of the phenomenon and relationship of a person traveling to a destination other than his normal place of living where he/she goes for a temporal stay or visit, as tourism involves movement away from home it is necessary to displace where there is opportunity for peaceful existence.

Human resource refers to the stock of competence knowledge an personally attribute embodies in the ability to perform labour so as to produce economic valve. It is the attributes gained by a worker through education and experience.

Human resources are faced with a lot of problems in the tourism industry as well as other organization too it is believed that in any industry or organization where the personnel or human resources are faced with a lot of problem, the objective for which the organization on industry is set for will be defeated.

This is because the people who they supposed to work head to ensure that the activities of the organization are carried out successful are faced with a lot of problem which comprises a low level of human resource acquisition in the tourism industry in Nigeria, skilled, semi- skilled and unskilled human resources are few or limited in number to articulate, facilitate and ensure better service delivery in the tourism industry.

This could be attributed to lack of funding from the Gov’tΒ  to acquire greater parent of human resources or personnel, that will mange and carryout the activities of the industry effectively in Kano State tourism board. It could also be due to lack of political will or attention given to the tourism industry the government for development.

The human resources in the achievement of long term goals and objectives in the tourism industry in Kano state is enormous and significant, it is the cove element in any organization hence it is now national and sectional level to pay more attention, on the human resources aspect of the tourism industry in Kano state.

it is believed that the tourism industry is highly labour latensive and for the industry to com but the challenges facing it depend also on how it handle the aspect of the human resource the ability to achieve and sustain a competitive advantage lies within the work form without exception. What keeps manages that the difficult.

These include how to select and develop future leader how to rewards good performance, how to control labour costs while still treating people fauly and how to get the best out put from the input made. (Onali, 2012). Effective management of human resources will ensure a viable tourism industry in Kano state.

It is in view of this that the researcher feels there in need to conduct this research in other to assess the challages and dilemmas of human resources management in the tourism industry in Kano state

STATEMENT OF THE RESEARCH PROBLEM

The role of human resource in the development and management especially in the tourism industry in kano state appear to be compromised to an excitement of misplacing its role in the achieve must of organizational goals and objective. Hence less than satisfactory attention is given to human resources issues in the sector.

There is a low level of human resources acquisition in the tourism industry in Kano state. Stilled, semiskilled and in skilled human resource are few or limited in number to articulate facilities and ensure services in the tourism industry in Kano state.

The tourism industry is also faced with a manpower problems as they neither plan workforce nor have a well planned management programme that consider enterprises goals. This brings about staff stagnation, irregular payment of salaries redundancy, lack of challenges etc.

Training and development is another challenges in which tourism manager. This is a sing problem as new innovation are introduce to the industry, so there is need for a continous training and development programme organize for effective job performance.

Therefore this research work seeks to examine the overall role of human resource and functions in tourism development integration of human resources contribution to tourism industry. the challenges and dilemmas facing the human resources managements in the tourism industry and lastly possible solution to challenges and dilemmas facing the tourism industry in Kano state.

OBJECTIVE OF THE STUDY

1. To assess the level of tourism development in Kano state.

2. To examine the integration of human resource management to Tourism development in Kano state

3. To assess the challenges and dilemmas facing the human resources management on tourism development in kano state

4. To analyze the effect of ineffective resources management on tourism development in kano state

5. To identify strategies in curbing out the challenges and dilemmas of humans resource management to tourism industry in kano state

SIGNIFICANCE OF THE STUDY

This research work is out to provide the much needed information on the challenges and dilemmas of human resources management in the tourism industry in kano state to government and other stakeholder of the sector. This is because it will be a basic for finding away out for the tourism development in Nigeria.

It is hoped that the stakeholder who are involved in the industry will know their responsibility and carry out their duties according to the policy using the right strategies which will lead to a well developed tourism industry in kano state.

Besides, students and other researcher will equally benefit because it provide basic for further research work. The research work will equally be significant to both tourism operators of the travel industry as it will serves as an education tools for the development of the tourism industry.

SCOPE OF THE STUDY

The research work seek to examine human resources management in the tourism industry in kano state. challenges and dilemmas. Specifically the research work will cover the integration of human resources management contribution to tourism development the level of tourism development, the challenges and dilemmas of human resources management to tourism development and lastly the strategies in curbing out the challenges and dilemmas of humans resources management is tourism dilemmas of in kano state.

The research work will be conduced specifically on the kano state tourism board & other travel and tourism industry situated in kano state.
