ABSTRACT The research took a vivid look into the roles of small scale industries as an instrument for controlling unemployment in Niger using an entrepreneurial business organization, Ostrich Bakery Tanke, Ilorin, Kwara State as a case study. The research therefore examined how small scale enterprises are expected to play a role of the rapid economic development of the country and appreciating ones role through successful business management in contribution forwards the economic development of the country and her citizens.
For better comprehension the research work is divided into five (5) chapters. In an attempt to make the stated chapters explanatory, questions were asked and adequate findings were made from the owner of this enterprise and conclusion was drawn to make relevant recommendation for the research.

Chapter one introduced the background of the study, aims and objective, statement of hypothesis, significance of the study.
Chapter two delved into the literature review x-raying the concept of unemployment effect of unemployment, benefits of small scale industries.
Chapter three presented the research methodology chapter four will dealt with data presentation and analysis. Finally chapter five made a summary, conclusion and recommendation of the study;.

CHAPTER ONE
1.0 INTRODUCTION
Business involves activities embarked upon for livelihood and for the purpose of profit making. For any pursuit or activity to be legally recognized as a business, some of economic activities must be involved and a profit motive must be present. An activity is considered a business if it is materials contribution to the welfare of the community. Having decided to start a business, an initial or early consideration which should be in mind is what types of business entity is to be set up? This is an area where professional assistance should be sought as there are legal matters to be considered in making the decision.
For anybody, embarking on business venture, following should be considered:
- Sole proprietorship
- Partnership
- Corporation.
Partnership or sole proprietorship does not pay any federal income taxes, but sole proprietorship which is considered in most cases small scale includes the profit and losses form business on their own tax return.
Corporate profits on the other hand are levied on both the corporate and the individual shareholder when the profit are distributed as divided losses by the corporation and stockholders would not have divided for that period.
SOLE PROPRIETORSHIP
Sole proprietorship is one man business which stands the advances of simple formation with less legal requirement. Individuals who engages in business so their own account are referred to as sole proprietors.
More than seventy-five percent of small scale business in the country are sole proprietorship. In this firm, the business has no legal existence apart from the owners. It’s inabilities are the personal inabilities of the proprietor and death of the proprietor automatically brings the business to an end.
The proprietorship undertakes all the risks of the business to the full extent of all his assets. The income from sole proprietorship is exported as part of the owners total gross income, and cash asset in a sole proprietor is treated separately for tax purpose.
PARTNERSHIP
A partnership represents the relationship that exists between two or more persons who team together to embark on a business with each contributing money, property, labour, or skill and each expecting to share in the profit or losses of the business with other not a partnership agreement has been drawn up. Thought a partnership is not a taxable entity, it must determine its income and file an income tax return in the same manner as an individual expect for certain items that must be stated separately. Each partner is fully liable to the firm’s obligations unless a partnership partners. In partnership the business stands a better chance in raising capital because it will have more impact from other partners rather than one man business.
1.1 STATEMENT OF THE PROBLEMS
Despite direct government allocation to small scale industries at both federal and state level through agencies like small scale credit scheme (S.S.C.E) coupled with directive to all commercial bank and other financial institution to extend certain percentage of their loans and advance to small scale business owners, the sector is still crumbling and unable to find it feet due to inability to secure funds for their growth.
1.2 AIMS AND OBJECTIVES OF THE STUDY
The objective of the study is to criticizing analyze and highlight the development of small scale industry as an instrument for controlling unemployment problems in Nigeria. To serve as a source of information to students of business studies and management department on small scale business.
The aim of the research is to find out the various avenues by which the development of small scale industries can serve as an avenue or instrument for controlling unemployment problem in Nigeria. The research intends to find out problems of securing funds for the local industries and getting useful advice to the intending local industrialists in order to be able to manage their enterprise effectively and efficiently.
1.3 STATEMENT OF HYPOTHESIS
- H0: Lack of credit facilities is not significantly responsible for growth of small scale industries in Nigeria.
H1: Lack of credit facilities is responsible for growth of small scale industries in Nigeria.
- H02: Lack of professional manpower is not significantly responsible for growth of small scale industries in Nigeria.
- H03: Lack of business experience is not significantly responsible for the poor growth of small scale industries in Nigeria.
1.4 SIGNIFICANCE OF THE STUDY
The result of the study would be of importance of the people of Kwara State and to intending industrialist because the study would various avenues of establishing small scale industries and also funding.
The study would also be of importance to resourceful individuals or group of people who may be interested in the establishment of small scale industries in future. The study would provide information on source of financing such industries with in the state and as a result help to stimulate the efficiency of the industry and consequently increase their contribution to the overall national development.
1.5 SCOPE OF THE STUDY
The scope of this study will reveals the subject matter in reference to Ostrich Bakery Small Scale Industries form a greater part of Nigeria Industrialization. It becomes important to view the major roles play in economic upliftment and also find solution to its related problems which are inadequate funding among others at the end of this work using Ostrich Bakery Nigeria Limited as a case study and adequate measure has been adopted or the earlier foretasted problem is this work and possible remedy. This will go a long way in helping those aspiring to be small businessmen especially the case study of this work.
1.6 LIMITATION AND CONSTRAINTS OF THE STUDY
In writing this project, the scope could have more than the afore mentioned but for the constituents of the under listed problem which have brought about a limitation to how far and why the coverage of the research could have been. The problems ranging from financial constituted, limited to the research study as it relates to the research study Ostrich Bakery Nigeria Limited.
