The local governments are also expected to work close conjunction with the state and federal government for the betterment of their people in the community, hence local government may be closely defined as a public organization authorized too decided and administered a limited range of public amices with in a relatively small territory which is a ub-division of a state or national government, it is the bottom of a pyramid of government institution, with the national government at the top and intermediate government occupying the middle range.
Normally local government has general jurisdiction and is not confined to the performance of the specific function service.

For the scope and limitation of the study they are intend to cover roles of local government in community development in the social-economic development of the nation which emphasis on the Offa local government area is continue only to it historical background function how the state council has forced in some national programme like provision of health care delivery, advancement of the local government various command projects, like building of road, provision of drink able water are also within the confine of his project.
The study is also limited to the resources gathered from books and personal observation of the writer to obtain comprehensive information on the subject matter of the project.
Time factor and inadequacy of fund are other contributory factor for the limitation.
