INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Personal management has become important recently more than ever in all parts of the world. This is because of the increasing awareness that it is the only vehicle by which an organization can achieve her goals efficiently and effectively.
In spite of the increasing level of machines involvement in the major production setting, man continues to plan an importance roles, since man make machine and not the other way round, man manage money, machines, materials and fellow men when machine function improperly, it is either repaired or replaced but when a person needs upgrading or retraining the personnel department usually provide it. Normally, it is expensive to train and hire workers in both time and normally the personnel department must select the right employees, put them in the appropriate position and keep them as satisfied company team members.
The employees have their own goals which arc different from those organizations such goals include self actualization, personal satisfaction, increased wages, personal salaries, training and development. Personnel have grown up from a simple nature to dynamic and challenging functions. Training and development is a continuous process which must be able to forecast fairly, accurately of the future needs of an organization, in terms of personnel the continuous process undergone by managers, they allow them to meet up the leadership roles expected of them, such process includes: conference, attendance of seminars, in-house training is a catalysts that serve as a means of bringing about changes in the personnel behaviour.
In all industries, manpower training and development has neglected the pressure increasing refinery facilities as a result of the growth of pipeline and product marketing company (PPMC) and the struggle for the united available personnel in the industry by the new companies were the obvious reasons.
The personnel management states that company must recognize the need to train all their staffs in order to increase their skills and knowledge when necessary for the advancement of the staff and the company as a whole first of all is the matter of promotion in which vacancies will be filled up, but promotion shall remain in the custody of the employer who notes the merit of response to training, technical ability, progress in any relevant professional examination and conduct in addition of length of services.
This is irrevocable by the nature of the refinery profession whereby a lot of training is done increasing need to lay emphasis on training and development of staff in the oil industry. Assuming that theoretically, staff would normally meet the minimum requirement for the fashion profession it follows that poor performance on the job can only be attributed to inadequate manpower development programme.
1.2 STATEMENT OF THE PROBLEM
The problem associated with lack of training and manpower development in all organization are:
- Lack of skill and development
- Poor skill performance
iii.Increased cost of materials, supplied and equipment needed to correct errors
iv.Decrease productivity
- It leads to inefficiency
vi.It leads to wastages

1.3 PURPOSE OF THE STUDY
The purpose of the study are as follows; to show the purpose of training and manpower development in any organization by giving adequate training to employees of different categories in the organization to show them positively.
Lastly, putting the condition of the workers under consideration, increasing their incentives etc which can make them improve their rate of input which will yield a great output as well as profit for the organization
1.4 SIGNIFICANCE OF THE STUDY
The research study will be useful to the business study students in various higher institutions.
It is also significant to the workers of Pipeline Production
Marketing Company as some will increase their efficiency and effectiveness in the organization.
The research will also be useful to those who wish to know more about manpower training or how to develop the employee’s skills in an organization which will leads to efficiency and effectiveness as a profit.
