CHAPTER ONE

INTRODUCTION
1.1 Background to the Study:
Aviation is a sophisticated and highly specialized industry. It act as a unifying force among nations of different cultures and diverse degrees of technological advancement. One of the characteristics of the 1960s and 1970s was the increasing realization especially in Africa, of the important role that air transport could play in the economic growth and development of the continent. It was fully recognized that air transport more than any means of transport admits all countries into the main stream of the progress of modern technological society and it is the principal bridge between Nigeria and the rest of the world.

1n Nigeria, air transportation has indeed assumed its place in the scheme of things. It is crucial to national unity and rapid national economic development. Whether the emphasis is on the mere transportation of passengers and goods or for Agricultural purpose, its importance cannot be over emphasized. Aviation no doubt, has one of the most advanced technological equipment than any industry in the country. The safety and reliability patterns inherent in Aviation are built by human skills and sense of personal responsibility aided by modern sophisticated equipment that must be well maintained and capably used. Without this type of human input, air transport cannot serve people and may destroy itself. Therefore, it is necessary to develop and nurture human input by training and re-training.

Employee training and development are at the heart of employee utilization, performance, commitment, motivation and growth. Many employees have failed in organization because their needs for training were not identified and provided for as an indispensable part of management function (Nwachukwu 1998).

Employee performance is a function of ability, will and situational factors. An organization may have employee of ability and determination, with appreciable equipment and managerial support, yet performance falls below expected standards. This missing factor in many case is the lack of adequate skills and knowledge, which are acquired through training and development (Nwachukwu, 1998).

It is now generally accepted that the more skilled workers become the more their performance and the more active as participants in any development process. We also know that there are many different occupations or specialists, which together produce the necessary Aviation infrastructure, such as aircraft maintenance, communication. There is thus, an interlocking of technical, administration and commercial needs opportunities. It is therefore an organization that calls for teamwork, dedication and professionalism.

That Nigeria was ever able to indigenize the techniques of Aviation training as sophisticated as it is as far back as 1964 was then a miracle itself. It was a period when everything concerning aircraft including flying, it was regarded as an exclusive white preoccupation and rationalized as white wizardly. But thanks to the international civil Aviation organization (ICAO), under which the college first blossomed in co-operation with federal government and united nation development programme (UNDP), the myths of our expertise now replaced that surrounding the white man’s creation.

1.2 Statement of the Problem

Aviation being specialized industry requires the services of professional and highly trained and skilled personnel. The Nigerian college of Aviation Technology (NCAT), presently owned by the federal government of Nigeria is one of the institution in Nigeria that trains professionals and provides abi-initio training for other personnel required by the industry. Unfortunately, there are some problems inhibiting the achievement of the college in providing manpower development and training.

The flying school has been facing great problem with the purchase of aircraft, aircraft spare parts, flying instructors, maintenance tools, test equipment and training aids because of the heavy reliance on foreign exchange. Thus, for these to take place it will lead to the devaluation of the Nigerian Naira for the exchange. The stringent financial policies adopted by the government as a result of the global economic depression, have the effect of:

  1. Inadequate training facilities.
  2. Extension of the duration of course with attendant increase in recurrent expenditure.

iii. Slowed down recurrence training and inability to keep the instructors abreast with the state of the art. And thus, will slow down the operation of Nigerian College of Aviation Technology, Zaria

The performance and productivity of the employees of the Nigerian College of Aviation Technology, Zaria. presently is declining due to staff low moral, negligence of the need for training and development resulting into staff demotivation, inefficiency and ineffectiveness. The greatest challenge of the Nigerian College of Aviation Technology, Zaria today is how to train and develop it’s human resources more effectively and efficiently to meet its target output this is as a result of the need to employed the right employee and at the same time give the right type of training and development which has some cost associated with it as well as performance implications on the institutions objectives.

The Nigerian College of Aviation Technology, Zaria (NCATZ) find it very difficult to plan most adequate training and Development Programmes for their employees without prior approval of the government. This is manifest in the delicate nature of financial management in the public sector which is hinged on the ritualistic annual budgetary allocations, which do not take cognizance of the peculiar needs of the various ministries, department and agencies.

1.3 Research Questions

The questions which this research work seeks to answer are based on the following premises.

  1. Do training and development have any significant impact on employee performance?.
  2. What effect do training and development have on the performance of an organization? i.e in the Nigerian College of Aviation Technology Zaria.
  3. What are the factors that hindered effective training and development in the Nigerian College of Aviation Technology Zaria?
  4. To what extent does the technique of training and development enhance job performance and level of production of employees?.

1.4 Objectives of the Study

This research attempts to examine the impact of training and manpower development on employees performance in the Nigerian College of Aviation Technology, Zaria.

The objectives of the study are to:

  1. Find out the opportunities put in place by the management for the training, retraining and development of the employees.
  2. Examine the funding for training and manpower development.

iii.Β Β  Find out the methods of acquisition of training equipments (air crafts, stimulators and test instrument).

1.5 Hypotheses of the Study

H0 – Training and Development has no significance impact on the performance of employees in the Nigerian College of Aviation Technology, Zaria

H1 – Training and Development has significance impact on the performance of employees in the Nigerian College of Aviation Technology, Zaria.

H2 – Funding has no impact on training and development of employees in the Nigerian College of Aviation Technology, Zaria

1.6 Significance of the Study

The emergence of a new universal accepted principle that all employees of the world have a right to job security and remunerations makes the study of training and manpower development as it affects performance of Nigerian college of Aviation Technology Zaria employees important tool in the field of Air transport services and the socio-economic development in general.

Secondly, this research will help to educate both the employees and the employers how training and development motivate employees.

Furthermore, this research will add to the existing stock of literatures on the impact of training and manpower development on employees performance.

This study is also very significant in the sense that it derives into the activities of the institution and also provides some recommendations to the college Authority of some measures to be taken in order to alleviate the problems of inconsistency of training on employees.

1.7 Scope of the Study

The research will focus on the impact of training and development on employees performance in the Nigeria college of Aviation Technology, Zaria (NCAT), the study will cover the period from 2007 – 2011.
