ABSTRACT

The study was on the Impact of Application of Information and Communications Technology (ICT) in the administration of Polytechnics in Kaduna State, Nigeria. The study population comprised two polytechnics in Kaduna State, Nigeria. These polytechnic were: A Federal Polytechnic and a State owned Polytechnic subjects were randomly selected from the population. However, related literatures were reviewed from textbooks, journals and past researches.

The research instruments were questionnaire which was statically analyzed with contingency tables, while the hypotheses were both tested at 0.05 level of significance using the mean statistic. It was discovered that there is a significant relationship between Information and Communications Technology (ICT) and the administration of polytechnic.

This study suggests that administrators of polytechnics should place greater emphasis on ICT in their respective institutions to foster capacity building of human resources, material resources and financial resources.

CHAPTER ONE

INTRODUCTION

1.1  Background of the Study

Information and Communication Technology has been defined as a broad-based technology (including its methods, management and application) that supports the creation, storage, manipulation and communication of information (French, 1996). In other words, ICT enables us to record, store, process, and retrieve and transmit information. It encompasses modern technology technologies such as computers, telecommunication, facsimiles and micro-electronics.

Older technologies such as document filing systems, mechanical accenting machines, printing and care drawings are also included in the term information technology. Information and communication technology in today’s world refers to those technologies that determine the efficiency and effectiveness with which we communicate and the devices that allow us to handle such information. Information and communication Technology (ICT) has become a key tool in acquiring, processing and disseminating knowledge ().

It has become an imperative tool for developing of a nation especially in the globalized economy of the 21st century (). The revolutionary impact of ICT on all spheres of life has not spared the educational sector. ICT is playing a major role the acquisition and diffusion of knowledge which are fundamental aspects of the education process. It is offering increasing possibilities in invocative teaching activities such as distance-learning which involves the dissemination of knowledge anywhere at any time ().

The availability of the internet has giving rise to an electronic approach to the educational system often called e-learning. Tertiary educational institutions have always been at the forefront of new scientific discoveries and innovation brought about by the activities of teaching, learning and research (). E-learning is becoming increasingly vital in tertiary education.

Through e-learning, the ICT infrastructure promises to widen access to education and at reduced cost. Apart from e-learning, the ICT infrastructure is widely used to support teaching, learning, administration and research activities in tertiary institutions. Such infrastructure includes personal computers, specialized software, handheld devices, interactive blackboards, intranet and virtual libraries ().

It is now generally accepted that the days of traditional administration in tertiary institutions (polytechnics inclusive) are gone and the future lies in information and communication technology based administrative system and services in such citadels of learning ().

The financial planning and monitoring system has completely altered the terrain of provision of educational services by polytechnics and the competition in the educational industry globally. Hence, information has increasingly become the lifeblood of any institution and administration of polytechnics through information and communication technology has become a vital important strategy.

Finally, research on information and communication technology is and will remain a topic of interest to scholars far and wide, past and present around the globe. The information and communication technology enables effective and efficient service at relatively affordable cost which helps in the administration of polytechnics. It also provides information for quality decision making, solving of administrative problems and improving the performance of administrative staff ().

1.2 Statement of the Problem

A strong information support system is vital for meaningful progress in the management of complex organizations, like tertiary educational institutions such as polytechnics in the 21st century. It has become ever clear that the ability of modern organization to attain its set goals and the decision-making efficacy of contemporary managers is no longer dependent on just the quality of the manager, but more importantly is a function of the quality of information channels feeding and transmitting their actions (Yusuf, 2005).

Tertiary institutions of learning, especially polytechnics, are required to handle large volume of data which they must process speedily in order to provide information for management decision-making as well as meeting the information requirements of the various, clientele (students, parents, alumni, government, information community, and the general public).

There is no doubt, therefore, that the management of polytechnics has become more complex, hence, its management demands more from the administrators.

The enormous rise in the number of students in most polytechnics (much higher than the initial number of students the polytechnics were design to carry) as well as the multiplicity of programmes have made polytechnic personnel to handle a very large quantity of data which must be accessed speedily in order to provide information for the polytechnic administration, NBTE and Ministry of Education for effective management and decision-making processes. Hence, the use of ICT in the management of polytechnic becomes imperative.

It is also a known fact that digital penetration is very shallow especially in government institutions in Nigeria were ICT tools like computer, internet, and other telecommunication technologies that can aid teaching, learning and administrative functions are highly inadequate.

The tasks of meeting the needs of polytechnic students in developing countries, Nigeria inclusive, are very demanding. Researchers, the government, and the general public have expressed considerable concern on the need for the integration of ICT in the administration of tertiary education. This is because when ICT facilities are provided and utilized, it reduces occupational stress, which will result in greater administrative efficiency and academic productivity.

It is against this background that this study sought to find out the impact of ICT on the administration of polytechnics in Kaduna state, Nigeria.
