              CHAPTER ONE

              INTRODUCTION

Rules and regulations are paramount in all aspects of life, which range from the way one wishes to live to how others should accommodate one’s life style. All human being need to enjoy their rights to access and use public infrastructure. The law enforcement agents all over the world are charged with such a responsibility and work towards sustaining it at the expense of keeping law and order. One such related public infrastructure is roads that accommodates automobiles. Much as each person is free to use the road he/she should not infringe on the other’s right. But at time, drivers and pedestrians fall short of this, which calls for law enforcers’ intervention. (Mubaraka, Jirgi and Nanyanzi 2013).

Traffic offence is a violation of traffic regulations, such as breaking the speed limit and stop sign infractions. Stopping for a stop sign (or traffic light) means the vehicle must come to a complete stop. There is no such thing as a rolling stop and “slowing down” is not stopping. Drivers approaching a stop sign must bring their vehicle to a complete stop in one of three places (depending on the intersection; at the marked stop line, before a marked crosswalk or before entering the intersection).

Computerized Traffic Offence System is a powerful desktop based and database program that records all the traffic offences committed nationwide. The system helps the Federal Road Safety Commission keep adequate records of all traffic offences that have been committed and that will still be committed by road users and also maintain the databases of the Federal Road Safety Commission.

              1.1 Background Of The Study

Prior to the establishment of Federal Road Safety Commission in 1988, there was no concrete and sustained policy action to address the carnage on Nigerian roads. Earlier attempts in this direction were limited to discrete and isolated attempts by some states of the Federation and individuals. The unpleasant trend in the nation’s road traffic system which resulted in upsurge in road traffic accidents made the Federal Government initiate a search for a credible and effective response to the challenge.

In February 1988, the Federal Government established the Federal Road Safety Commission through Decree No .45 of the 1988 as amended by Decree 35 of 1992 referred to in the statue books as the Federal Road Safety Commission (FRSC) Act cap 141 laws of the Federation of Nigeria (LFN), Passed by the National Assembly as Federal Road Safety Commission (establishment) Act 200. Around the world road, traffic injuries are a major public health challenges that requires concerted efforts for effective and sustained prevention. An estimated 1.2million people are killed in road crashes every year and as many as 50million suffer injuries.

The world health organization believes that these figures could increase by more than half over the next 20years unless there is a firm commitment to road safety and accident prevention, especially in Nigeria, most adults will know of someone who has been killed or injured in road traffic accidents. It is a dead fact that many of these accidents and their consequences would have been avoided.

                1.2 Statement Of The Problem

The present system of traffic offence system which is the manual system known as (Notice of Offence Sheet) the file in which the road safety record all offences for safe keeping. Have a lot of problems such as:

  1.       Unlimited Access To Data: Unauthorized users here have access to data of this type. There is no identity of all users’ access rights. Anyone can access the files at any time.
  2.                 Inconfidentiality: Data is open to all users, and no security measures are necessary as far as reading is concerned. When access is retrieved from reading data, a is not maintained on the system to ensure that while one user is making a change, no other user is permitted to access the data since normally; one user’s alteration must be completed before another begins.

                         1.3 Objectives Of The Study

The objectives of the study are as follows:

  1.                   To provide better services to the public and users making the highway safe for motorists and other road users.
  2.                          To keep records that are complete, integrated and up to date, also recommending works and devices designed to eliminate or minimize accidents on the highways and advising the Federal and State Government including the Federal Capital Territory Administration and relevant governmental agencies on the localities where such works and devices are required.
  3.                        To produce a system where information and output report will be produced or made available much faster, more accurately and more detailed to the commission and the public by educating motorist and members of the public on the importance of discipline on the highway. Maintaining the validity period for drivers’ licenses which shall be three years subject to renewal at the expiration of the validity period as well as designing, registering and producing vehicle plate number.
  4.                        Conducting researches and also the standardization of highway traffic codes.
  •            1.4            Significance Of The Study

With the growth in information technology, the study offers numerous values to the Federal Road Safety Commission and any organization that deals with offence documentation data/information. Huge files kept through the manual method in offices will no longer be there again because information will be stored on the computer with the help of the Computerized Traffic Offence System. It will help to keep a comprehensive record of traffic offence documented.

                1.5     The Scope Of The Project

The scope of this research is to design a Computerized Traffic Offence management system. The system will only allow the administrator of the Federal Road Safety Commission in loading offenders information into the system afterwards processes and print and issue bills for the offenders.

                 1.6     Limitations Of The Study

It is important to mention that time and cost was a major constraint in the course of fact finding. Also, some information needed to work with was not collected because of the unwillingness of the agency to reveal such information.
