INTRODUCTION
The federal road safety corps, Kaduna unit command is faced with problems in various diversity, in our world today, record keeping has come off the age of manual entering of data on record sheet of papers, it has rather advance to another higher level due to the evolutional changes and the development of corresponding computer software. Therefore any record system without a qualitative information system is faced with risks that are prone to failure.
In view of the above statement record, we aim to design a computerized method of keeping records where the software and the user (corps) interacts when keeping records, to ease the stress of evaluating an offender and promotes accurate record keeping. The presence of such record helps the corps on decision matters, treat fully and constitutionally. Hence, the degree of it accuracy will enhance the mode of keeping records to the extent of which it will be used to effectively forecast and plan for the future of the organization.
1.2 Historical Background
The traffic situation before the establishment of the federal road safety commission in Nigeria could best be described as chaotic, unpredictable and indeed dangerous as it was characterized by unprecedented wave of road traffic accidents with attendant colossal human and material losses.
Within this era, public awareness and interest in road safety was minimal. There was uncoordinated and haphazard licensing and vehicles as well as absence of good driving culture. Deliberate policies and concerted effort at enforcing regulations was lacking. Qualitatively, road traffic accidents, fatality index as at 1987 way 302 at 16 deaths per 1000 vehicles.
As a specific response to the road safety question federal military government established the federal road safety commission in 1988 decree 45 of 1988 as amended by decree 35 of 1992 (FRSC act cap 146 of the federation in Nigeria 1990). The critical mandate of the commission was accident prevention and loss reduction on all public roads and its corporate mandate after 18 years of existence.
As stated earlier, prior to the establishment of the federal road safety commission 1988, there was no concrete and sustained policy action to address the road safety question, earlier attempts by some state of the federation and individuals.
Notable was the effort of shell petroleum development company of Nigeria (SPDC) between 1960-1965, the effort of the Nigerian army in the training of its officers and men on the road safety in the early 70’s(the Nigeria army started the first road safety campaign in 1972 when it initiated an annual road safety week).
The first deliberate policy on road safety was the creation in 1974 of the national road safety commission (NRSC) by then military government. The impact of the commission was however, not sustained. In 1977, the military administrative in Oyo state established the Oyo state road safety corps which made some local significant improvement in road safety and road discipline in the state.
This lasted till 1983 when it was disbanded by the continued dangerous trend of road traffic accidents in Nigeria which placed it as one of the most road traffic accident (RTA) prone countries worldwide (second to Ethiopia), the Nigeria government saw the need to establish the present federal road safety commission in 1988 to address the road safety crisis in Nigeria.
1.3 Statement of the Problem
The following are some of the problems associated with manual offence record.
- Time wasting: Every operation that is filled in the report must be written accordingly, as a result, work is carried out at a very slow rate. For instance, if we have long sentence that available sheet space cannot contain, these result to formatting the field report again.
- Poor record keeping: records kept using the manual mode are bound to lack effectiveness and efficiency as the case may be, and manual records lacks data redundancy.
- Security: Looking at insecurity percentage for physical threats such as fire or electrical surge or virus cause 20% and the largest category about 60% of all problems come from human errors and accidents, for example the situation where these files are misplaced you can say the resulting penalty for yourself.
Description of New System
To allow smooth record keeping system, also a well organize way of running the command affairs. There is a need for software program systems that can be introduced to ease human stress and mistakes. The new system will be capable to capture all offenders’ record and also to display their penalties. This system will be able to display various amount of monies to be paid in regards to the offence, before item is being release
1.4 Aims and Objectives of the Study
The main purpose and importance of this study includes:
- Minimize error: One of the aims of this project is to design application which could be used to collect offenders’ records efficiently as events occur so as to minimize unnecessary errors which occurs in the manual system.
- Easy access: This work is aimed to create conducive atmosphere for inputting offenders’ record and can be accessed with any other computer that has internet access at any point in time and ease the stress of handling files on manual sheets.
iii.Standard record keeping: adequate records will be kept as standard as possible so as to make offenders be treated as fair as possible.
1.5 Scope of the Study
The scope of study is mainly booking offenders and keeping record in the corps software which is restricted to Kaduna state command.
- Examine weakness: This project if designed to evaluate the weakness of using manual system, and other modes of developing system to improve on such weaknesses.
ii Interactive system of keeping records: This project is targeted to meet the corps certain requirements, requirements like fast information retrieval, easy accessibility, etc
iii. Mobility: Since this project is designed to be used online and be accessed at any point in time, records can be stored right from the road where events are taking place.
1.6 Limitation of the Study
This project work is limited to recording new traffic offenders information, offenders that violate the rules guiding the federal road safety, other critical issues of offenders’ like kidnappers, thieves or other critical offenders caught by the federal road safety corps would not have records space in this system of record keeping. Other human error is not to be directly detected by the system but could specify areas of error.
