The study was aimed at finding out the role of democratic government in the Nigerian fourth republic. Attempt is also made in the study at highlighting the concept and nature of democracy, objectives of democracy, significance in Nigerian democratic system, democracy as a consolidation and a tool for development in Nigeria, the concept of governance and good governance.
In achieving the objective of the study, the researcher adopted also the birth of democracy in Nigeria and also the challenges faced by Nigeria under democratic rule to analyze the information for the study. The research discovered among others that, democracy has a significant contribution to source of revenue generation in Nigeria which led to the increase in government budget,
The research recommends among transparency and the rate of corruption in Nigeria where it stated that corruption is one of the prerequisite for development in the National, State and Local Governments with the aim of identifying all possible sources of security and development in the country, the rule of law processes must be free from corruption. In addition, the Federal Government, States and Local
Governments should urgently fully modernize and automate all its democratic system, the assessment and practices of democratic rule in Nigeria whilst at the same time entrenching effective and modern human resources management practice in the democratic authorities.

CHAPTER ONE
INTRODUCTION
1.1 Background to the Study
The universal acceptance of democracy as the best system of governance is incontestable. This is premised on the participatory opportunity democracy affords the citizenry in the selection and election of their leaders and representatives. It guaranteed some recipe for good governance and the fundamental human rights of all law abiding citizens.
These enviable attractions coupled with the global urge precipitated turn of the country (Nigeria) to democracy on May 29, 1999 after a prolonged heinous military dictatorship. Upon the return, Nigerian heaped a sigh of relief that at last they are liberated from the shackles of unilateralism and arbitrariness that characterized military rule.
However, the envisaged opportunities and hope seem to have given way for illusion and bewilderment 10 years after the experimentation (with democracy). This is accounted for by crude politics, corruption, selfishness and greed of the political leadership.
Political parties are traditionally the most significant intermediary organization in democratic societies. Students of political science had commonly associated themselves with democracy (Orji, 2013:1). Political parties, as “makers” of democracy, have been so romanticized that scholars claim that neither democracy nor democratic societies are thinkable without them (Omotola 2010:16).
In other words, the existence of vibrant political parties is a sine qua non for democratic consolidation in any polity.
Well-functioning political parties are essential for the success of electoral democracy and overall political development of any society (Adetula and Adeyi, 2013:3). Indeed, democracy is unthinkable in the absence of viable political parties. Parties are expected to participate in the political socialization of electorates, contribute to the accumulation of political power, facilitate recruitment of political leadership, and serve as a unifying force in a divided polity (Omotola, 2010:125).
The objectives which party regulation seeks to achieve, including the lingering question of internal party democracy, namely the push and pull of struggles to get political parties to respect their own rules and act in line with democratic principles in the conduct of their internal affairs, all remains central to the wider consolidation of democracy in Nigeria (Ibeanu, 2013: 1).
Democratic governance with its ideal of elective representation, freedom of choice of leaders, rule of law, freedom of expression, accountability etc has become the acceptable system of government all over the world, It is a form of government in which the supreme power of a political community rest on popular sovereignty.
According to Oyovbaire (1987), democracy as a system of government seeks to realize a generally recognized common good through a collective initiation and discussion of policy questions concerning public affairs and which delegate authority to agent to implement the broad decisions made by the people through majority vote. Thus, in contemporary times, democracy has been referred to as the expression of popular will of the political community through elected representatives. Raphael (1976)
Governance in Nigeria has been a different thing when compared to what is obtainable in other part of the world. The respect for human right and the rule of law which are the main features of democracy are not visible especially between 2010 to present year 2016; election rigging and gangsterism is the order of the day that one can hardly differentiate between good governance and autocracy.
Despite these seeming successes in democratic consolidation, governance in Nigeria, especially in the Jonathan administration that has that has been confronted in the main, by a myriad of challenges namely electoral malpractices, inter and intra party rivalries, religious crisis and insecurity, insurgence, inadequate and democratic institutions, poverty and institutionalized corruption, among others.
These challenges threaten the consolidation of democratic formula capable of carrying the Nigeria state out of its epidemic cycle of democratic and leadership crises, that have persisted since independence (Barret, 2004)
1.2 Statement of Research Problem
The emergence of democratic governance in Nigerian Political System in 1999 was a land mark in the political development of Nigeria. It was expected that the dividend of democracy would be realized through good governance and make life easy for the people.
The political process leading to democratic governance has been interpreted by majority of Nigerian as an opportunity to better ones livelihood and consequently, politics is seen as the gateway to paradise on earth (National Human Right Commission, 2003).
On the down side, this lifestyle built on the looting of taxpayers’ funds has turned the quest for elective office into a very dangerous business. Politics today is the cause of a great number of deaths in Nigeria through the acts of violence’s, thuggery, political assassinations and crimes that are link with the quest of power (Animashaum, 2010).
