ABSTRACT

The study examined the comparative study of the utilization of office professionals skills in public and private sector organizations using four randomly selected private and public organizations. The objectives of the study include; find out the level of awareness about office professionals skills among executives of the public and private sector organization, examine the extent at which office professionals skills are utilized in the public and private sector, identify the differences in the utilization of office professionals in the public and private sector and to ascertain the effectiveness of office professionals in public and private sector. 

The theoretical basis for the study was done through the review of related literature from textbooks, journals, periodic, conference papers and internet. The entire population of 52 respondents comprising of the executives and office professionals in the organizations under study was used for the study in view of the small size involved.

A set of questionnaire was used as instrument for data collection. Data were analyzed using mean statistical tool of the Four Point Likert Scale. Based on the findings of the study, it was concluded that both private and public sector make effective and efficient use of office professional’s skills. However, lack of office professionals skills in the public sector result to low productivity in the sector while high productivity in the private sector is as a result of office professionals’ skills.

The study recommends among others that Management of public and private organizations should ensure proper supervision and monitoring to know when office professionals needs to be trained and retrained on certain aspect of work.

 

CHAPTER ONE

INTRODUCTION

1.1     Background of the study

Office professional trainingis embedded with managerial skills, information management skills, business communication skills, computer skills along with the basic skills in clerical work that are done in the office.

These skills when fully utilized would increase the productivity of the organization as routine duties, co-operation in the office production of business documents, would no longer be the task of the executive thereby reducing his work load and helping him/her concentrate on other major duties.

Arukwe (1990) opines that,  effective office professional has the necessary skill and attribute of arranging matters and accepting responsibility, deals with conflict issues and priorities, decision making according to routine practices and anticipating boss´ needs and meeting them” He/she is also able to co-ordinate the activities of subordinates and communicate instructions effectively, getting information with knowledge of business situation and dealing with the people staff and outsiders, smoothly and perfectly.

Office professional functions play an invaluable and essential role in achieving efficiency and productivity in an organization administration and management. This is because; office professionals are versed in the art of office administration and management procedures.Office professional in the Public and Private sector organization are often restricted to mere receiving of correspondent, filling of document and co-ordination of activities of an organization.

The public sector is characterized by corruption bureaucratic bottle-necks. Files get missing in transit document are misplaced, important clients and callers are frustrated in their effort to meet the executive.The private sector, Job satisfaction is seen, good documentation, record keeping, and good set up and easy day for the boss are rather regular.

1.2     Statement of the Problem

Despite the employment of office professionals into the workforce of organization, executive are still over-loaded and distracted from their duties by routine matters and duties like responding to letters, memos etc. and administration of the office and co-ordination of the subordinates, leading to under-productivity of the executive.

Again, there seems to be a contention that office professional in the public sector organization are not fully utilized as that of the private sector organization. So many people argue that office professionals in the public sector are not doing much due to the nature of the organization, (lack of standard co-ordination and supervision); as a result of this, they waste public funds because their productivity is low.

Also it is generally believed that office professionals in private sector are more committed, more skillful and more result oriented then their counterpart in the public sector hence better performance which leads to higher productivity. This is also in the public sector. This is also a major problem that affected the productivity of the public sector. This problem has resulted into carrying out the research work.

1.3     Purpose of the Study

The general purpose of this study is to carry out a comparative study on the utilization of office professional’s skills in private and public sector organizations.Specifically, the study seeks to:

1. Find out the level of awareness about office professional skills among executive of the public and private sector organization.

2. Examine the extent at which office professional skills are utilized in the public and private sector.

3. Identify if there is difference in the utilization of office professional in the public and private sector organization.

4. Ascertain the effectiveness of office professional in the public and private sector organization.

1.4     Research Questions

The following research questions have been drawn to guide the researcher in the course of the study.

1. What are the levels of awareness of the office professional skill among executives of the public and private sector organization?

2. How dose office professional’s skills being utilized in the public and private sector organization?

3. Is there any difference in the utilization of office professional in the public sector and that of the private sector?

4. What is the effectiveness of office professional’s in public and private sector organization?

1.5     Significant of the Study

The study will of benefit to the following:

Employers of Labour: This study will help in some measure, in highlighting the main skill and the potentials of office professionals, so that they will be able to organize better way of utilizing these skills and potentials for organizational growth and productivity.

Executives: these categories of staff work directly with office professionals. This study will enable them explore possible avenues to provide the office professionals with opportunities to contribute meaningfully towards achieving the set out goals, aims and objectives of the organization.

Office Professional/ Practitioners: This study will challenge practicing office professional give their best to the job and motivate them to seek job satisfaction in their chosen careers.

Office Technology and Management Students: The study will also help the student in preparing adequately for the labour market by equipping them with skills that will make them excel

Future Researchers: This study will be of invaluable significance to those who may want to research into the area as referred material for further investigations.

1.6     Scope of the Study

This research work is undertaking to study the office professional’s skills, its utilization and differences in public and private sector organization within Kaduna metropolis. The organization under study include; Fidelity Bank Limited, Kaduna State Electrical Distribution Company (KEDC), Kaduna State Water Board, and Bank of Industry all within Kaduna metropolis. The study is limited to the type of office professionals, training/education background, skills of office professionals, quality of office professionals, the role of office professionals in an organization, importance of utilization of office professionals in an organization.

1.7     Limitations of the Study

Every research of this nature is bound to encounter certain difficulties, however, this research work is of no exception as the following were encountered during the course of the study:

1. Uncooperative attitude of respondents as well as their non-challant attitude of the students towards the research work affected the validity of their response.

2. Paucity of data constitutes a constraint as most respondents encountered in the cause of this research work may not give accurate data that might have enhanced the study.

3. The strike action also limited the research work as most of the respondents are not around at a time which took the researcher a longer period of time before the questionnaire could be retrieved for analysis.

1.8     Definition of Terms

The following are terms were defined as it was used by the researcher in the course of the research.

Public Sector:      The part of the economy that is controlled by the state Government.

Private Sector:    The part of the economy that is controlled by the individual or group of individual.

Boss:                    This Executive with whom the office professional work directly with.

Embedded:          Fix in a surrounding mass. Something (in this case, knowledge) that is part and parcel of the office professional by virtue of his training.

Potential:             Capable of being developed or used. An ability or capability for development.

Office Professional:Responsible for documentation, security, privacy, and safeguarding the information assets of the organization.
