This project research work titled “comparison of approved capital estimate (capital expenditure) in economic, social, and regional development sectors from (2005-2015)”. Data used in this project work are secondary data and collected from Kaduna state ministry of economical planning. The statistical tools used are simple correlation, independent sample T-test, and one way anova.
The aim of the study is to determine the linear relationship between the two sectors (economic and social) and to test if there is a significant difference between the means of economic and social sectors, and also to test if there is a significant differences between the means of the three sectors (economic, social, and regional development).
The result of the Karl Perarson moment product correlation analysis shows that there is a strong positive correlation between the two sectors (economic and social sectors). And the result of the independent sample t-test analysis shows that there is no significant difference between the mean of the three sectors (economic, social and regional development sectors) at 5% level of significance.

INTRODUCTION
1.0 HISTORICAL BACKGROUND
Statistics is defined as the science of collecting, organizing, and summarizing, presenting, analyzing and interpretation of numerical data, as well as drawing a valid a conclusion and making reasonable decisions on the basis of such analysis.
Statistics can be applied in any field in which there is extensive numerical data. Examples include Engineering, Science, Medicine, and Accounting, Business administration, Public administration and Economic.
With respect to this project we shall discuss the statistics with analysis on comparison of approved capital estimate (capital expenditure) in economic, social and regional development sectors.

Ministry of economic planning, that is formerly known as development planning. This involves the deliberate efforts on the part of government to speed up the process of social and economic development. It is the government intervening directly and extensively in the lives of the people in other words, development planning is the organization of resources for growth.
The need for development planning whether of the centralized control, or mixed economy type arises largely from the fact that the productive resources are scarce relative to the demand for them. Had resources been unlimited there would be no need for development planning.
On the other hand, economic and planning was a bureau under Kaduna state government which deals with the economic and planning system of Kaduna state budget and other activities relating to economics.
1.1 STRUCTURE AND FUNCTION OF MINISTRY OF ECONOMIC PLANNING
The ministry of economic planning is responsible for coordinating development planning, budgeting, manpower planning, and all forms of foreign assistance, collection and compilation of statistical data in the state.
The ministry has four departments such as;
Department of planning
Department of budget
Department of international cooperation and manpower
Department of research and statistics.
1.2 STRUCTURE AND FUNCTION OF THE DEPARTMENTS
Department of planning
The function of this department include the following
Coordinating of local government annual capital programmed.
Advising the honorable commissioner on capital funds and capital payment.
Monitoring the implementation of state and local government capital programmed.
Collaboration with the national planning commission on plan preparation project monitoring and related matters.

Department of Budget
The function of this department include the following
Formulation of fiscal and budgetary policies of the state government.
Preparation of annual and supplementary estimates of the revenue and recurrent expenditure of the state government.
Issuance of guidelines for implementation, budget interpretation, and performance monitoring.
Secretariat of the state estimates committee.
Department of international cooperation and manpower
The function of this department include the following
Coordinating of development assistance to the state from all sources.
Serving as secretariat of the state programs coordinating committee (SPCC) which coordinates the implementation of united nation (UN) agencies programmed in the state.
Keeping up-to-date record of federal regulations governing the acquisition of external and local loans and making appropriate policy recommendation to the state government.
Taking necessary steps to make sure that adequate provision is made for debt servicing in the annual budget.
Coordinating issues related to manpower planning and development in the state.
Department of research and statistic
The function of this department include the following
Collection and compilation of statistical data and production of statistical
Publication for dissemination to prospective users.
Organizing and coordinating data collection activities in other government ministries and department.
Collaboration with federal office of statistic and other national and International statistics agencies.
Serving as joint secretary (with the international cooperation department) of the national management of social-economic development program.
1.3 GEOGRAPHICAL LOCATION
The ministry is located along independence way by yakubu gowon road, opposite ministry of health and ranchers bees’ stadium adjacent to the children hospital (Ibrahim sani abacha children hospital). The ministry is found inside the state secretariat complex, independence way, P.M.B 2032 Kaduna, Kaduna state.
1.4 AIMS AND OBJECTIVE
The aim of the study is to apply relevant statistical techniques to analyze available data on approved capital estimate (capital expenditure) in economic, social, and regional sectors from 2005-2015.
Which lead to the following study?
To determine the relationship that exists between the two sectors (economic and social sectors).
To test if there is significance difference between the means of the two sectors (economic and social sectors).
To test if there is significance difference between the means of the three sectors (economic, social and regional development sectors).
1.5 SIGNIFICANCE OF THE STUDY
Due to the poor development in economic, social, and regional development sector of the state, this state, this study was carried out to shed more light on the money spend on both sectors (economic, social, and regional development sectors) so that to test if there is significance differences between the means of the three sectors, and the relationship between the budget of the sectors (economic and social).
1.6 SCOPE AND LIMITATION
The focus of this project report will however be restricted to approve capital estimate/expenditure respectively both economic, social and regional development sectors. However the report will cover the period of Eleven (11) years that is from 2005-2015.
1.7 STATEMENT OF HYPOTHESIS
Hypothesis: it can be as a conjectural statement, or a theoretical preposition or an assertion about some characteristics of a population. This can also be defined as a preposition specifying some form of relationship between variables.
NULL AND ALTERNATIVE HTPOTHESIS
The Null hypothesis: is a statement that claims the existence of no disagreement with the true condition in the population of interest. Denoted by (H0 🙂
The alternative hypothesis: Alternative or (research) hypothesis is any statement that the null hypothesis. It is that preposition the research wishes to confirm from the data. Denoted by (H1 🙂
H0: there is no significance difference between the two sectors (economic and social sector).
H1: there is significance difference between the two sectors (economic and social sectors).
