CHAPTER ONE

INTRODUCTION

1.1BACK GROUND TO THE STUDY

More than 500 million people in the world are special needs as a consequence of metal, physical or sensory impairment. They are entitled to the same right as all other human beings and to equal opportunities.

Too often their lives are special needs by physical and social barriers in the society which hamper their full participation because of this million of children and activities in all part of the world often face a life that of maltreatment or the other, these range from neglect, discrimination, isolation, stigmatization and other of segregation and debased.

As a result special needs persons and destitute of all categories including usual impaired, hearing impaired, neutrally retardation, learning disability in Kaduna seen in Kaduna rehabilitation centre an analysis of the situation of special needs person has to be carved out within the context of different level of economic and social development and different cultures every where, however the ultimate responsibility for remedying for dealing with them and for dealing with the consequences of special needs rest the government.

This does not weaken the responsibility the society in general, or of individuals or of organization government should take the lead in awakening the consciousness of population regarding the gains to be derived by individual and society from the inclusion of special needs in every area of social, economic and political life.

Government must also ensure thatΒ  people who are made dependent by severe special needs persons have an opportunities to achieve a standard of living equal to that of their following citizen non-government organization can in different ways assist government by formulating needs suggesting suitable solution and providing service complementary to those provided by government sharing of financial and material resources by all sections of the population not omitting the rural area areas of developing countries could be of major significance to special needs person by resulting in empaneling community service and improved opportunities.

Rehabilitation has been defined by many authorities in variety of ways. ILO (1973) defined rehabilitation as the restoration of the special needs person to the full rest physical, mental, social vocational and economical usefulness at which they are capable.

Today ( 1984) stated that the goal of rehabilitation, rehabilitation programme for the special needs is personal independence social participation and economic productivity it is obvious that some individual will argue that non- special service no employment talkless of the blind person all we are seeking is equal opportunity for all citizens.

Rehabilitation means goals oriented and time limited process crimied of enabling a special need to reach and optimum mental physical and social functional level, thus providing her or him with the tools to change her or his own life.

1.2Β  STATEMENT OF THE PROBLEM

The location of Kaduna north local government area encouraged many people to come to council for one reason or the other people with special needs also increased in the local government area. Thus the need for rehabilitation to reduce street begging in the area the problems of rehabilitation of person with special needs in Kaduna rehabilitation centre can be summarised as follows.

Lack of support from government, N.G.O and individuals

Ignorance of people to rehabilitation of person with special needs

The inadequate provision of rehabilitation service to special needs as a result of ignorance

Lack of attractiveness of rehabilitation service to special needs person as a result of ignorance of person with special needs

The lack of specialist is factor hindering effective rehabilitation of person with special needs

Lack of patronage of the product of rehabilitation of person with special needs

What are the way out of people attitude to the special needs

Problem structures of proper financing of traditional rehabilitation of person with the special needs.

Effect of carefree attitude of the public toward traditional rehabilitation

1.3 PURPOSE OF THE STUDY

The purpose of this study is to

1. Identify the area of problem and prospect of rehabilitation service to special needs of the rehabilitation centre of Kaduna State

2. To improve the living condition of the special needs persons

3. The result of the study will bring in to focus the major problem facing the centre

4. It is further designed in the research to explore the effectiveness of the hindering effective rehabilitation service programmes.

5. The research is to know or have any idea to investigative the causes militating against effective rehabilitation of person with special needs.

6. The purpose of this study is to find out factors responsible for proper rehabilitation of person with special needs

7. The research is to contribution to the understanding of the rehabilitation service in Kaduna rehabilitation centre in addition the study is to proffer solution or recommendation on ways of improving rehabilitation services.

1.4 RESEARCH QUESTIONS

1. What are the factors responsible for proper rehabilitation of person with special needs.

2. What are the causes militating against effective rehabilitation of person with special needs person in Kaduna rehabilitation centre

3. Is the service have adequate personnel to run the centre effectively.

4. Does the service have adequate facilities to cater for the special needs persons.

5. Does the rehabilitation service have enough training materials for their special needs

1.5 SIGNIFICANCE OF THE STUDY

This study is significance for the following reasons:

1. It will create awareness to the public on rehabilitation of person with special needs.

2. Rehabilitation of person with special needs in Kaduna Rehabilitation centre will reduce street begging

3. Rehabilitation service will offer employment opportunities to the special needs persons in Kaduna rehabilitation centre

4. It will integrate the special needs in to the normal population

5. It will boast the moral of the special needs and create the impression the normal people care and that the special needs are capable.

1.6 SCOPE OF THE STUDY

The research work aims to investigate into the rehabilitation of persons with special needs in Kaduna rehabilitation centre the research will discuss the concept of rehabilitation who is the person with special needs the process of rehabilitating persons with special needs and the role of rehabilitation centre it is hoped that the study will go a long way in promoting rehabilitation service and solving some of the problems associated with the process of rehabilitating the special needs in Kaduna rehabilitation centre.

1.7 DEFINITION OF TERM

Rehabilitation: means goals oriented and time limited process aimed of enabling a special needs to reach and optimum mental, physical and social functional levels thus providing her or him with the tools to change her or his own life

Special needs persons: are mental, emotional or physical problem in a child that require a special setting for education.

3. Rehabilitation centre: is a facility providing therapy and training for rehabilitation the centre may offer occupational therapy, physical therapy, vocational training and special training such as speech therapy.
