INTRODUCTION
This study is aimed looking at the role of the donor agencies in supporting child education development in Nigeria using the federal capital territory, Abuja as the case study. Education is a fundamental human right. It is the key to sustainable development, peace and stability within and among countries, and thus an indispensable means for effective participation in societies and economies of 21st century, which are effected by rapid globalization.
The national welfare policy of 1989 defines a child as anybody who is twelve years or below. However a draft decree put into law has now set the age of the child. In Nigeria as 18years or below it is pertinent to note that this age definition of convention is already in practice under municipal laws parents and the society at large are therefore under the obligation to provide their children with proper education and to protect them from exploitation arising from early marriage, employment and their negation influence that are infringed on their right.
In spite of all these low admission is still being recorded in the pre- primary and primary education sector. This research, therefore, intends to look in to factors responsible for this situation with a view to enlighten the pubic and call the attention of government and donor agencies.
Into proffering solution to the cause of law enrolment. In the federal capital territory Abuja, it is comprised of six (6) local councils but the research will base its findings on two (2) local councils which are the abaji local council and the Abuja municipal area council. The council. In the FCT are headed by a chairman while education sector is headed by the education secretary in the FCT secretariat.
All the activities of the education sector in the six (6) area councils is being coordinated from the FCT secretariat which include funding admission into both primary and secondary schools at each of the six (6) local councils, there is the universal basic education council (UBEC) also headed by the secretary to the board.
In the FCT, donor agencies like the UNICEF, UNESCO, USAID , JICA and other donor agencies are involved in partnering with the FCT , administration in the area of donation of materials such as textbooks, training of teachers, sponsorships as in the area of medical facilities of schools.
STATEMENT OF PROBLEMS
Despite its endowment of resources and its enormous potential for economic growth, with an estimated population of 140 million, Nigerian remains one of less developed countries (LDC) with its effect on child education enrolment into schools. With the launch of education for all in 1990, at the world conference and its subsequent international community meeting in Dakar’s Senegal in 2000, six key goals were identified to be met by 2015,
The goals are:
Goal 1: expand early childhood care and education
Goal 2: provide free and compulsory primary education for all.
Goal 3: promote learning and life skill for young people and adults.
Goal 4: increase adult literacy by 50 percent.
Goal 5: improve the quality of education.
In spite of all these, Nigeria is still in the process of achieving these goals.
AIMS AND SPECIFIC OBJECTIVES
The objective of this project is to:
- Identify, remote and the immediate cause of why children that are supposed to be in school are not in school;
- Identify the roles played by some donor agencies to the federal capital territory (FCT);and
- To recommend hat steps can be taken by Nigeria to make basic education
(i) Accessible (ii) compulsory alongside the roles of the donor agencies.
- This research work is aimed/intended at looking into the extend at which the donor agencies has been able to contribute to the child development in the education sector in Nigeria and to examine what can be the hindrance to gender inequality in school enrolment, financing of education in Nigeria and where possible give recommendations.
LIMITATIONS OF THE STUDY
The scope of this project is limited to two area councils out of six area councils in the FCT, the Abuja municipal council and Abuja area council. This limitation is however, due to time and financial constraints.
